1 Call to Order and Introductions

1.1 Executive Committee Chair Louise Wallendorf called the meeting to order at 1:00 pm on Friday afternoon, and welcomed members and guests. The meeting was held in the conference room of the Division of Marine and Environmental Systems (DMES) at the Florida Institute of Technology. The late start was necessary to accommodate a schedule conflict of Brian Parsons, ASCE Manager, Technical Committees.

1.2 The meeting was attended by the EXCOM members, invited guests, and ASCE staff listed below. Attachment 1 contains a list of phone and fax numbers and E-mail addresses.

1.3 A special thanks to Dr. George Maul and his staff at DMES for hosting our EXCOM committee meeting. The hospitality and facilities were excellent.

2 Approval of Minutes

Mike Briggs presented the minutes from the previous EXCOM meeting, Radisson Berkeley Marina Hotel, Berkeley, CA, July 16, 1998, for review and approval.

2.1 The minutes were unanimously approved.

3 ASCE Staff Report

Brian Parsons presented the ASCE Staff Report on Saturday.

3.1 Liz Downey (x6088) is our new Coordinator for the WPCO Division. She replaces Cindy Gold, who was promoted to the Board of Directors (BOD)Coordinator for the Technical Activities staff. Cindy has recently been promoted to Manager, Conventions and Managed Conferences. Brian Parsons has asked that Cindy be the Manager for all the "wet" division's conferences managed by ASCE. This is great for our Division because Cindy has been specially responsive to our needs and requests while she was our Coordinator. Congratulations, Cindy!

3.2 As part of the ASCE web site at http://www.asce.org, the Technical Activities Committee (TAC) maintains pages on organizational information including a list of Divisions and committees, staff information, publications, documents, and policy and procedures.

3.3 The Ports '98 and the Wetlands Engineering and River Restoration Specialty Conferences made a profit of approximately $140K and $63K, respectively. Congratulations to the organizing committees of these conferences for your hard work and successful conferences.

3.4 ASCE has begun its third institute, the Architectural Engineering Institute (AEI) to advance the state-of-the-art in the building industry. The EWRI is expected to become the fourth institute in October 1999. In addition to our new Coastal, Ocean, Ports, and Rivers Institute (COPRI), the Construction and Materials Division are working towards formation of an Institute.

3.5 Future ASCE National Conventions are planned as follows:

4 ASCE News Correspondent Report

Allan Schrader and Dan Cox reported on the activities of the News Correspondent.

4.1 The TAC News Section in the monthly ASCE NEWS will change to a quarterly publication schedule. Dan will prepare a summary article for the next quarterly deadline, November 27. ACTION: Cox

4.2 Dan plans to put information about the WPCO Division and the upcoming transformation to COPRI on a web site. The URL for the web site is http://arlo.tamu.edu/~news/. Check it out!

4.3 Dan will link EXCOM and committee minutes, reports, news articles, and COPRI documents to the ASCE web page. Send your electronic document in plain ASCII format as an attached E-mail to Dan at news@arlo.tamu.edu. It is important to use plain text format. MS Word, WordPerfect, Postscript and other word processing file formats can not be posted. Most word processing programs can create a plain text file by choosing the unformatted option under the Save As command. ACTION: Committee Chairs

5 Committee Reports

The following sections report on activities of the WPCO Administrative and Technical Committees.

ADMINISTRATIVE COMMITTEES

5.1 Awards Committee

Nobu Kobayashi reported on the activities of the Awards Committee (AC).

5.1.1 Hugh Converse has agreed to remain as Chair of the AC for the coming year.

5.1.2 Our Past-News Correspondent, Allan Schrader, received Honorable Mention for the 1998 ASCE NEWS Correspondent Award. This highly sought after award is given each year to only one correspondent from among all the news correspondents representing ASCE technical divisions. Allan has been the best of an outstanding group of WPCO Division News Correspondents over the last 10 years. Congratulations Allan for a job well done! Of course, you will always be Number 1 with us!

5.1.3 WPCO Division members are encouraged to submit nominees for the International Coastal Engineering Award and the Moffatt-Nichol Harbor and Coastal Engineering Award. Remember, there is never a shortage of qualified nominees, just qualified nominators. Nomination forms and previous examples can be obtained from any EXCOM member or ASCE staff. 5.2 Coastal Engineering Research Council

Nobu Kobayashi reported on the activities of the Coastal Engineering Research Council (CERC).

5.2.1 The CERC met during the International Conference on Coastal Engineering (ICCE) in Denmark this past June. Attendees included R.G. Dean, Chair, O.T. Magoon, Vice-Chair, B.L. Edge, Secretary, W. Kamphuis, R.A. Dalrymple, R. Noble, Y. Goda, J. Houston, and N. Kobayashi. Dr. Goda replaces K. Horikawa on the CERC.

5.2.2 This edition of the ICCE was very successful, with over 600 attending this international conference.

5.2.3 Future ICCE's are being planned as follows:

5.2.4 A web site is available with information about the upcoming ICCE conferences, abstract selection procedures, and other activities of the CERC.

5.3 Publications Committee

Nobu Kobayashi reported on the activities of the Publications Committee (PC).

5.3.1 Jim Kirby has started his second term of another two years as the Editor of the Journal of Waterway, Port, Coastal and Ocean Engineering (JWPCOE). Members of the EXCOM were specially appreciative to Jim's efforts.

5.3.2 A book review section has been added to the JWPCOE. Tony Dalrymple provided the first review.

5.3.3 A web site has been created which will show the status of submitted manuscripts.

5.3.4 The price of the JWPCOE will rise from $34 to $38. The allocated number of pages for 1999 will be 350.

5.3.5 There is a growing concern to include more practical papers in the JWPCOE. The belief is that the addition of some practitioners to the PC will increase readership and revenues. Doug will nominate a member to the PC with a practitioner's background in Ports and Harbors. ACTION: Sethness

5.3.6 The International Association for Hydraulic Research (IAHR) is interested in submitting some papers for publication in the JWPCOE as a special issue that ASCE can sell. EXCOM members approved of this idea, subject to coordination with the PC. Mike will contact will contact Dr. Mansard, Chair, Maritime Section, IAHR and Jim Kirby about coordinating this effort. TECHNICAL COMMITTEES

5.4 Coastal Engineering Committee

Louise Wallendorf reported on the activities of the Coastal Engineering Committee (TCCE).

5.4.1 This committee has not been active since before our last EXCOM meeting. Since the TCCE is one of our historically active and productive committees, we expect that they will pick up their level of activity in the coming year. A limited amount of funding was approved for the coming year to encourage this activity.

5.5 Coastal Zone Management Committee

Mike Briggs reported on the activities of the Coastal Zone Management Committee (CZM).

5.5.1 The CZM has its own web page at http://edge.tamu.edu/asce_czm/. Dan Cox will ensure that this page is linked into the WPCO web page and the national ASCE web site. ACTION: Cox

5.5.2 The CZM is planning one session in the Coastal Zone '99 conference. The conference is scheduled for July, 1999, in San Diego, CA. Marty Miller is coordinating this session.

5.5.3 The CZM will co-sponsor "Bringing Back the Beach" in Ventura, CA, in the Fall of 1999. They would like ASCE to publish the proceedings. A task committee to coordinate the conference planning can be approved by the EXCOM after the proper form is completed by Chair, John Housley, and returned to Liz Downey at ASCE. ACTION: Briggs and Housley

5.5.4 The CZM would like to obtain co-sponsorship for Coastal Disasters 2000, to be held in cooperation with the Coastal Zone Foundation and the California Shore and Beach Preservation Association, in San Diego, CA. They would like to make this a bi-annual event and invite other ASCE Divisions to participate. To form a task committee, they will need the fill out the required ASCE form. EXCOM agreed to support a task committee, pending completion of the required ASCE paperwork (see above). ACTION: Briggs and Housley

5.5.5 The CZM is wholeheartedly in favor of the COPRI concept and looking forward to its formation.

5.6 Ocean Engineering/Waves and Wave Forces Committee

Louise Wallendorf reported on the activities of the Ocean Engineering/Waves and Wave Forces Committee (TCOE/WWF).

5.6.1 It looks as if we have an energized TCOE/WWF. They had their first combined meeting on November 6, 1998. It was hosted by Texas A&M University, College Station, TX. Attendees included Chair Jun Zhang, K. H. Wang, Bob Randall, Phil Valent, M.H. Kim, Don Ward, and guests Billy Edge and Dan Cox.

5.6.2 Billy Edge extended an invitation to the TCOE/WWF to assist with the organization of the Waves 2001 conference. The intent is to encourage more papers and participation from the offshore industry. Phil Valent agreed to Co-Chair the organizing committee.

5.6.3 M.H. Kim prepared a proposal for a new task committee to develop a monograph tentatively entitled, "Spar Technology 2000." The spar platform is receiving considerable attention in the offshore industry following two successful new spar platforms by Oryx and Chevron in the Gulf of Mexico. Despite the recent progress in spar technology, there is a scarcity of reference books, codes, and design guidelines for spars. This manual will be similar to the monograph, "A State of the Art Review, Tension Leg Platform," published 10 years ago by ASCE. EXCOM voted to approve the task committee with a budget of $500 (as indicated in the '99 budget) in addition to the $600 Jun has re-allocated them from the '99 Ocean Engineering budget. To receive FY2000 funding, the task committee needs to complete a task committee approval form and provide EXCOM a summary of what they have accomplished with the FY99 funds. ACTION: Kim and Wallendorf

5.6.4 Bob Randall suggested that the committee should organize Civil Engineering in the Oceans VI, in the year 2002 or 2003. The TCOE/WWF supported this idea and plan to initiate a new task committee to organize it next year.

5.6.5 The TCOE/WWF discussed the future of the WPCO Division and the formation of the COPRI. Although there were some financial concerns, members unanimously support the formation of COPRI. Dan Cox reported on some of their concerns, and will carry our thoughts back to them. ACTION: Cox

5.6.6 The Subcommittee on OTC Support (SOTC) completed another successful OTC this past May and are preparing for next year's conference.

5.7 Ports and Harbors Committee

Doug Sethness reported on the activities of the Ports and Harbors (P&H) Committee.

5.7.1 The P&H last met on September 25, 1998, in Chicago, IL. New Chair is Steve Curtis and incoming Vice-Chair will be Joe Bryant. The next meeting is scheduled for February 2, 1999 in Houston, TX.

5.7.2 After extensive discussion, the P&H selected Norfolk as the site for Ports 2001. Task committee Chair, Tom Collins, will begin working with Ken Kramer and others on the committee to finalize the conference dates and prepare the prospectus.

5.7.3 The Task Committee on Underwater Investigations met in Boston on October 16, 1998. Approximately 50 percent of the text for their 1999 paper has been completed. A final draft is expected soon.

5.7.4 The Task Committee on Future Waterborne Vessel Dimensions has completed approximately 50 percent of the text for their guidelines. The current schedule is to publish a draft in the fall of 1999 and publication in the Spring of 2000. Since the task committee is scheduled to expire in the Spring of 1999, they would like to request an extension. EXCOM members voted to grant the extension. Doug will report back to them. ACTION: Sethness

5.7.5 Joint ASCE/PIANC Task Committee on Marine Fendering presented their draft guidelines during Ports '98. While awaiting comments, they are resolving some minor technical issues and providing input to the PIANC Working Group.

5.7.6 Eight future committee activities were identified and discussed. They include:

5.7.7 The P&H would like to use the Internet to inform people about their activities. Mike Knott should contact Dan Cox about coordinating a link with the COPRI and ASCE web pages ACTION: Knott and Cox

5.7.8 The P&H continues their alliances with PIANC and the AAPA. Louise and Doug will coordinate transmittal letter and MOU. ACTION: Wallendorf and Sethness

5.7.9 The P&H has decided to support the formation of the COPRI and written a letter of support. They want to retain the ability to explore ways to cooperate with other transportation groups within ASCE and actively participate in future discussions regarding the formation of the new COPRI.

5.8 Rubble Mound Structures Committee

Mike Briggs reported on the activities of the Rubble Mound Structures Committee (RMSC).

5.8.1 The RMSC is planning Breakwaters '99, the First International Symposium on Monitoring of Breakwaters, September 8-10, 1999, at the Pyle Center of the University of Wisconsin, Madison, WI. Orville Magoon, Billy Edge, James Prehn, and Phillip Keillor are organizing this conference. A web site is located at www.breakwaters99.org. The Call for Papers has been mailed and the abstract deadline is February 15, 1999. The EXCOM previously approved this conference task committee by voice vote. Brian will add to the ASCE conference list. ACTION: Parsons

5.8.2 The next meeting of the RMSC is planned during the Breakwaters '99 conference in September 1999.

5.9 Waterways Committee

Mike Briggs reported on the activities of the Waterways Committee (WC).

5.9.1 The last meeting of the WC was held at the Waterways Experiment Station in Vicksburg, MS on May 7, 1998. Robert Piecrowsky is the incoming Chair.

5.9.2 The Inland Waterways Manual was published by ASCE last year. Special thanks to Bruce McCartney for his hard work in producing this manual.

5.9.3 The Hydrographic Survey Manual was published by ASCE in February 1998.

5.9.4 The WC is pursuing several additional manuals of practice on inland navigation subjects, including (a) Economic Evaluation, (b) Environmental Design, and (c) Operations, Maintenance, and Construction.

5.9.5 The WC is actively organizing future conferences. They helped organize the very successful Wetlands Engineering and River Restoration Specialty Conference and are assisting with the next PIANC conference. Future conferences on (a) environmental policy and (b) dredging are being discussed.

6 Old Business

Mike Briggs waltzed everyone down memory lane on the ACTION items from the last meeting.

6.1 We seem to be getting everything done, so there were no left over "Action" items from previous meetings to discuss.

7 Budget Update

Louise discussed the current budget.

7.1 The proposed FY99 budget of $32,800 consists of $12,500 for administrative costs and $20,300 for technical activities. The proposed FY00 budget of $49,200 consists of $18,300 for administrative costs and $30,900 for technical activities. The FY99 administrative costs are higher than usual to support additional EXCOM meetings and attendance at BOD and Planning and Implementation Committee (PIC) meetings to get COPRI approval. The FY00 administrative costs contain some of the costs for the first year of COPRI's operation. Louise has distributed the budgets to all the funded technical committee chairs. Additional funding may be available for FY99 in the spring, and they will have the opportunity to modify their tasks and budgets for FY00 during the summer.

8 New Business

The main new item of business was discussion of the upcoming transition/merger of the WPCO Division into the COPRI as early as October 1, 1999.

8.1 COPRI

8.1.1 COPRI's path to becoming an ASCE Institute is:

8.1.2 Nobu prepared a draft of the COPRI Business Plan. We spent a good deal of time discussing and revising this document. Nobu will combine all the comments and submit the final document to Brian for inclusion on the PIC agenda for their January 1999 meeting in LaJolla, CA. Brian noted that we should add our COPRI Working Documents as an Appendix to the Business Plan. ACTION: Kobayashi and Parsons

8.1.3 Doug volunteered to prepare a draft of the Bylaws. Brian will send him a copy of the EWRI Bylaws as an example. Doug will revise and send to EXCOM members for review by December 3, 1998. If he can finish by December 21, we will be able to get them on the PIC agenda in January along with the Business Plan. ACTION: Sethness, all EXCOM members, and Parsons

8.1.4 The next item was discussion of Memorandum of Understandings (MOU's) between the new COPRI, our parent society ASCE, and fellow institutions EWRI, MTS, PIANC, and AAPA. The MOU's will be useful in acknowledging mutual interest in certain areas in which both these institutions and COPRI have a vested interest. Doug will prepare drafts of MOU's with PIANC and the AAPA Facilities Group (the next Ports Committee meeting will precede a AAPA Facilities Conference). Louise will remain in contact with the EWRI Task Committee, and work on a draft MOU when they are ready. ACTION: Sethness and Wallendorf

8.1.5 Louise will prepare a draft of a new COPRI Policy and Procedures Manual. ACTION: Wallendorf

8.1.6 Louise also volunteered to create a draft logo for COPRI. ACTION: Wallendorf

8.1.7 Our EXCOM will need to send one or more representatives to the BOD meeting in Reston, VA, to make a 15 minute presentation. Brian will send an example(s) to Louise. Action: Parsons and Wallendorf

8.2 MTS Ocean Community Conference

The Marine Technology Society (MTS) has asked us if some of our technical committees would be interested in co-sponsoring their annual Ocean Community Conference. They see the conference as a good opportunity for the new COPRI to cooperate with them. The EXCOM is supportive of this offer and will execute an MOU to this effect. Technical committees are encouraged to participate in the organization and running of these annual MTS conferences.

9 Next Meeting

9.1 The final item of business was selection of the venue for the Spring 1999 EXCOM meeting. The meeting is tentatively scheduled for Saturday and Sunday, March 27-28, 1999. The venue will be either ASCE Headquarters in Washington, DC, or the Naval Academy in Annapolis, MD. This date will allow us to plan for the upcoming BOD meeting.

9.2 Louise will coordinate arrangements with Liz Downey. ACTION: Wallendorf
