TASK COMMITTEE ON COASTS, OCEANS, PORTS, AND RIVERS INSTITUTE

Information Report to the Board of Direction

July 20-24, 2000

CHARGE:      The Task Committee on Formation of the Coasts, Oceans, Ports and Rivers Institute (TC COPRI) is charged to investigate and demonstrate the need for a COPRI.  Additionally the TC is to develop a Business Plan for establishing COPRI; to develop Bylaws for the governance of COPRI; to develop an implementation plan including a budget for the operation of COPRI; and to recommend members to serve on the initial COPRI Board of Governors.

The COPRI TC met via telephone in May 2000, and in person on July 22,2000.  The next meeting is scheduled for October 2000.

1.0       RESOLUTIONS

No resolutions are awaiting committee action.

2.0       DISCUSSION ITEMS

 

This resolution concerns the completion of the COPRI Bylaws.  The Bylaws establish the rules and regulations for the governance of COPRI, and have addressed the comments received from the ASCE BOD Governance Team, and ASCE staff.  The Bylaws are being submitted for approval by the EXCOM at the August 18, 2000 meeting.

The TC COPRI recommends that the Board of Direction approve the Bylaws of the Coasts, Oceans, Ports, and Rivers Institute of the American Society of Civil Engineers.

 

This resolution concerns the Business Plan for COPRI.  The Business Plan was revised to address comments received from the ASCE BOD Governance Team during the San Antonio, January 2000 meetings.  Minor revisions will be made to reflect any future changes made to the Bylaws in August 2000.  This shall be accomplished by October 1, 2000.

The TC COPRI recommends that the Board of Direction approve the revised Business Plan for the Coasts, Oceans, Ports, and Rivers Institute of the American Society of Civil Engineers.

This resolution concerns the initial Board of Governors for COPRI.   The TC proposes that Board of Governors consist of the following five members, including an appointment by the ASCE Board of Direction.

Doug Sethness, P.E., - President

Jim Dailey, Ph.D., P.E., - Vice-President

Tony Dalrymple, Ph.D, P.E. - Member and second in succession

Charles Calhoun, P.E. - Member and third in succession

Louise Wallendorf, P.E. - Recommended ASCE Nominee

The TC COPRI recommends that the Board of Direction appoint the current Executive Committee of the Waterways, Ports, Coasts and Oceans Division as four of the five initial Board of Governors of COPRI.  The TC COPRI further recommends that the Board of Direction appoint Louise Wallendorf as the ASCE representative to the COPRI Board of Governors.

3.0       FUTURE ACTIONS

3.1       MOU between ASCE and COPRI

The Task Committee is drafting language that will be included in an ASCE – COPRI MOU.  This language will specifically address successful, profitable conferences previously managed by ASCE that COPRI has the capacity and the will to return to ASCE for conference management.   This will be included in the MOU as an addition to the standard issues covered by ASCE – Institute MOUs,

 

The Task Committee is drafting an Operations Handbook.

 

The Task Committee is investigating relocating its web-site to the ASCE server. Currently the COPRI web-site is hosted by the University of Delaware, and receives technical support from a member at Texas A&M University.
